The official answer key says the correct answer should be (b) but I do not fully agree with that unless and till we have some strong evidence for this. In my opinion, the ring expansion must take place because the five-member ring will become a six-member ring. After that, we still have the possibility for making a tertiary carbocation through methyl shift, but that particular option is not given here. At least ring expansion must take place based on that. The most appropriate answer among all four looks to be C.
